TO PROVIDE IN THE INTEREST OF SOCIAL WELFARE FACILITES FOR RECREATION AND LEISURE TIME OCCUPATION FOR PERSONS OF PENSIONABLE AGE RESIDENT WITHIN THE AREA WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE PERSONS FOR WHOM THE FACILITES ARE INTENDED.
