THE PROVISION OF FAVILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION FOR MENTALLY HANDICAPPED PEOPLE RESIDENT IN TURNER VILLAGE HOSPITAL, COLCHESTER AND THE LOCAL COMMUNITY BEING FACILITIES: (A) OF WHICH SUCH PEOPLE HAVE NEED BY REASON OF THEIR HANDICAP OR SOCIAL AND ECONOMIC CIRCUMSTANCES AND (B) WHICH WILL IMPROVE TH CONDITIONS OF LIFE FOR SUCH PEOPLE BY PROMOTING THEIR PHYSICAL, MENTAL AND SPIRITUAL WELL BEING.
