1)PROMOTING THE MATERIAL MENTAL AND PHYSICAL WELFARE OF PERSONS WHO RESIDE OR ONE OR BOTH OF WHOSE PARENTS RESIDE IN THE AREA OF BENEFIT WHO ARE SUFFERING FROM SEVERE MENTAL HANDICAP AND IN PARTICULAR BY PROVIDING RESIDENTIAL ACCOMMODATION AND OTHER FACILITIES FOR THE BENEFIT OF SUCH PERSONS. 2) IF THERE IS A VACANCY AND THERE ARE NO APPLICANTS FROM THE AREA OF BENEFIT, THE TRUSTEES CAN CHOOSE TO CONSIDER APPLICANTS FROM OUTSIDE THE AREA OF BENEFIT
