TO PROVIDE AND OPERATE TRANSPORT FACILITIES AS A SOCIAL SERVICE FOR THOSE RESIDENTS OF WEST SUSSEX WHO ARE UNABLE TO USE PUBLIC TRANSPORT AND WHO ARE ELIGIBLE FOR SUCH FACILITIES AS PROVIDED FOR THE TIME BEING IN THE RULES.
