FOR THE BENEFIT OF HANICAPPED DISABLED OR INFIRM PERSONS RESIDENT IN THE URBAN DISTRICT OR NORTON RADSTOCK IN THE COUNTY OF (SOMERSET) AVON AND FOR THE BENEFIT OF HANDICAPPED DISABLED OR INFIRM PERSONS NOT RESIDENT IN THE SAID URBAN DISTRICT BUT WITHIN THE AMBIT OF NORMAL WELFARE WORK OF THE VOLUNTARY ORGANISATIONS WHOSE MAJOR ACTIVITIES ARE CARRIED OUT IN THE SAID URBAN DISTRCT.
