TO RELIEVE THE BLIND AND PARTIALLY SIGHTED AND THOSE HANDICAPPED IN A WAY WHICH PRECLUDES THEM FROM READING A NEWSPAPER,BY THE PROVISION OF USB STICKS AND A WEBSITE, MAKING USE OF THE POSTAL CONCESSION FOR THE BLIND,
ONLY WHERE THE RECIPIENTS SO QUALIFY.
