TO PROMOTE THE PHYSICAL AND MORAL WELFARE OF THE YOUNG PEOPLE WITHIN THE COUNTY OF NORTHAMPTONSHIRE AND TO EDUCATE THEM SO THAT THEY GROW TO MATURITY AS RESPONSIBLE CITIZENS AND THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
