B) IN THE INTERESTS OF SOCIAL WELFARE TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION IN THE ARTS FOR THE PHYSICALLY HANDICAPPED WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
