THE HELPING AND EDUCATING OF YOUNG PEOPLE PRIMARILY BETWEEN THE AGES OF FOURTEEN AND TWENTY YEARS AND NORMALLY RESIDENT IN ENGLAND AND WALES THROUGH THEIR LEISURE TIME ACTIVITIES SO TO DEVELOP THEIR PHYSICAL SPIRITUAL AND MENTAL CAPACITIES THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THAT THEIR CONDITIONS OF LIFE MAY IMPROVE.
