(A) BY ADVANCING THE EDUCATION OF THE PUBLIC IN MATTERS RELATING TO MENTAL, PHYSICAL AND SOCIAL WELFAR; AND BY PROVIDING A FREE COMPREHENSIVE SERVICE OF ADVICE, INFORMATION, COUNSEL AND ADVOCACY FOR THE PUBLIC; (B) BY RELIEVING POVERTY.
