TO DEVELOP A LOCAL TRANSPORT SCHEME AND CATER FOR THE INDIVIDUAL NEEDS OF PERSONS WHO ARE ELDERLY, INFIRM, DISABLED, BLIND OR MENTALLY OR PHYSICALLY HANDICAPPED WITHIN THE DISTRICT OF HAYWARDS HEATH BY THE PROVISION OF PRIVATE CARS OF OTHER LEGAL MEANS AND WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING TO CONTRACT, EQUIP, MAINTAIN AND WORK PUBLIC TRANSPORT VEHICLES, MOTOR COACHES, MOTOR CARS OR OTHER VEHICLES APPROPRIATE FOR THE CARRIAGE OF PASSENGERS BOTH IN PUBLIC CONVEYANCES AND IN PRIVATE VEHICLES AND GOODS IN HAYWARDS HEATH AND THE NEIGHBOURHOOD AND IN SUCH OTHER PLACES AS MAY FROM TIME TO TIME BE THOUGHT FIT.
