B. TO PROVIDE FACILITES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE-TIME ACTIVITIES TO IMPROVE THE CONDITIONS OF LIFE OF THE INHABITANTS OF THE AREA OF BENEFIT.
