TO ASSIST THE BLIND, THE PARTIALLY SIGHTED, AND AT THE DISCRETION OF THE COMMITTEE THOSE LABOURING UNDER SOME TEMPORARY OR PERMANENT INCAPACITY OR DISABILITY WHICH MAKES READING A STRAIN, LIVING IN OR IN THE VICINITY OF THE AREA OF TANDRIDGE DISTRICT COUNCIL BY THE PROVISION OF RECORDED TAPES.
