TO RELIEVE POVERTY, SICKNESS AND DISTRESS AMONG PERSONS WHO HAVE SUFFERED THE SAME AS A RESULT OF ANY CRIMINAL OFFENCES COMMITTED BY ANY PERSON OR THROUGH ANY MEANS WHATEVER, AND FAMILIES OF SUCH PERSONS WHO ARE IN NEED, WHERE SUCH PERSONS ARE RESIDENT WITHIN THE AREA OF COLCHESTER CLACTON AND THE TENDRING AREA.
