THE RELIEF OF THE BLIND AND VISUALLY HANDICAPPED BY THE PROVIDING OR ASSISTINGIN PROVIDING RECREATIONAL FACILITIES IN PARTICULAR FOR HILL WALKING AND MOUNTAIN CLIMBING IN THE INTEREST OF SOCIAL WELFARE SO THAT THEIR CONDITIONS OF LIFE SHALL BE IMPROVED.
