THE PROVISION OF RECREATIONAL FACILITIES FOR SUCH PERSONS HAVING NEED THEREOF BY REASON OF THEIR YOUTH, AGE, INFIRMITY, DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE. 3. TO PROMOTE AND UNDERTAKE THE EDUCATION, TRAINING AND REHABILITATION OF THE NEEDY AND UNEMPLOYED.
