TO EDUCATE TRAIN AND REHABILITATE YOUNG PERSONS WHO THROUGH THEIR SOCIAL AND ECONOMIC CIRCUMSTANCES ARE IN NEED AND UNABLE TO GAIN EMPLOYMENT OR FURTHER THEIR EDUCATION BY PROVIDING FOR SUCH PERSONS FOR A PERIOD NOT EXCEEDING TWO YEARS IN THE CASE OF ANY ONE INDIVIDUAL FACILITIES FOR WORK EXPERIENCE AND SUCH TRAINING AS WILL ENABLE THEM TO ACQUIRE AND DEVELOP VOCATIONAL SKILLS.
