TO RELIEVE PERSONS RESIDENT IN THE ABOVE AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS AND SICKNESS, PARTICULARLY THOSE WHO ARE SUFFERING OR WHO HAVE SUFFERED AS A RESULT OF CRIME, IN SUCH WAYS AS THE COMMITTEE AND MANAGEMENT THINK FIT.
