Charitable objects
(1) TO PROMOTE THE BENEFIT OF THE INHABITANTS FOR THE TIME BEING OF OLD HARLOW AND ITS NEIGHBOURHOOD (HEREINAFTER CALLED "THE AREA OF BENEFIT", WHICH TERM IS DEFINED IN RULE 17), WITHOUT DISTINCTION OF SEX, RACE OR COLOUR OR OF POLITICAL, RELIGIOUS OR OTHER OPINIONS, BY ASSOCIATING THE LOCAL OR STATUTORY AUTHORITIES, VOLUNTARY ORGANISATIONS AND SUCH INHABITANTS IN A COMMON EFFORT TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR THE PURSUIT OF THE ARTS, RECREATION AND LEISURE-TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH INHABITANTS, AND (2) TO MAINTAIN AND MANAGE (IF THOUGHT IF, IN CO-OPERATION WITH ANY LOCAL OR STATUTORY AUTHORITY) THE COMMUNITY CENTRE KNOWN AS THE ST JOHN'S ARTS AND RECREATION CENTRE, ST JOHN'S WALK, MARKET STREET, OLD HARLOW, ESSEX (HEREINAFTER CALLED "THE CENTRE") FOR THE ACTIVITIES PROMOTED BY THE ASSOCIATION AND ITS AFFILIATED BODIES PROMOTED BY THE ASSOCIATION AND ITS AFFILIATED BODIES IN FURTHERANCE OF (1) ABOVE,
