THE CARE AND WELFARE OF MENTALLY HANDICAPPED ADULTS RESIDENT IN THE LONDON BOROUGH OF RICHMOND-UPON-THAMES AND IN PARTICULAR THE ESTABLISHMENT AND MAINTENANCE OF GROUP HOMES IN RICHMOND-UPON-THAMES TO ENABLE SUCH PERSONS TO LIVE IN THEIR LOCAL COMMUNITY.
