TO ADVANCE THE THEORETICAL AND PRACTICAL EDUCATION AND TRAINING OF YOUNG PERSONS AGED 16-20 ENGAGED OR INTENDING TO BE ENGAGED IN THE ROAD GOODS TRANSPORT INDUSTRY AS HEAVY GOODS VEHICLE DRIVERS INCLUDING THOSE YOUNG PERSONS JOINING OR PROPOSING TO JOIN THE INDUSTRY THROUGH THE YOUTH TRAINING SCHEME OR ANY OTHER TRAINING PROGRAMME OR SCHEME FOR THE TIME BEING IN FORCE AND TO PROMOTE ROAD SAFETY FOR THE PUBLIC BENEFIT.
