PROVIDING OR ASSISTING IN THE PROVISION OF FACILITIES FOR WINDSURFING AS A LEISURE-TIME OCCUPATION SUCH FACILITIES TO BE PROVIDED ONLY IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE PERSONS FOR WHOM THEY ARE INTENDED BEING PERSONS UNDER THE AGE OF TWENTY-FIVE YEARS WHO BY REASON OF THEIR YOUTH INFIRMITY OR DISABLEMENT POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE NEED OF THE FACILITIES.
