THE RELIEF OF DISABLED OF PHYSICALLY HANDICAPPED OR INFIRM AND AGED MEMBERS OF THE PUBLIC WHO ARE UNABLE TO USE THE PUBLIC TRANSPORT SYSTEM BY REASON OF THEIR DISABILITIES AND IN PARTICULAR BY THE PROMOTION OF SPECIALISED TRANSPORT SYSTEMS USING ADAPTED VEHICLES DESINGNED THO MEET THE NEEDS OF SUCH DISABLED MEMBERS OF THE PUBLIC.
