TO PROMOTE THE WELFARE OF THE AGED IN THE AREA ADMINISTERED BY THE FRINTON AND WALTON TOWN COUNCIL AND IN PARTICULAR THOSE RESIDENT AT ELM TREE CLOSE IN ANY MANNER WHICH IS OR HEREAFTER MAY BE DEEMED BY LAW TO BE CHARITABLE.
