TO PROVIDE FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR CHILDREN WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR AGE OR SOCIAL AND ECONOMIC CIRCUMSTANCES AND WHICH WILL IMPROVE THEIR CONDITIONS OF LIFE
