TO RELIEVE PERSONS RESIDENT IN NEWHAM (AND THE NEIGHBOURHOOD THEREOF) WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS OR SICKNESS, AS THE RESULT OF THE COMMITTING OF A CRIME AGAINST THEM IN SUCH WAYS AS THE COMMITTEE OF MANAGEMENT THINK FIT.
