FOR THE ADVANCEMENT OF EDUCATION AND IN PARTICULAR FOR THE PROMOTION OF THE STUDY AND LEARNING OF ENGLISH AS A FOREIGN OR SECOND LANGUAGE WITH FIRST CONSIDERATION BEING GIVEN BY THE TRUSTEE IN THE APPLICATION OF THE FUND TO USES WHICH WILL BY THE PROVISION OF THE ENGLISH LANGUAGE TEACHING OR THE TRAINING OF ENGLISH LANGUAGE TEACHERS FACILITATE OR SUPPORT EDUCATION OR VOCATIONAL TRAINING AND THEREBY AMELIORATE THE ECCONOMIC AND SOCIAL CONDITIONS OF POORER NATIONS.
