(B) TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR YOUNG PERSONS BETWEEN THE AGES OF 14 AND 26 THROUGHOUT THE UNITED KINGDOM WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR HANDICAP, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES.
