(B) TO RELIEVE POVERTY BY MAKING GRANTS AND GIVING OTHER AID AND ASSISTANCE TO NEEDY PERSONS IN GREATER LONDON TO ENABLE THEM TO SET UP AND RUN BUSINESSES OR ASSIST THEM IN DOING SO. (C) TO POMOTE INDUSTRY AND COMMERCE.
