THE TRUSTEES SHALL THE TRUST FUND AND THE INCOME THEREOF UPON TRUST TO SUPPORT OR PROMOTE THE ADVANCEMENT OR EDUCATION AND ASSIST IN HE PROVISION OF RECREATIONAL FACILITIES FOR PERSONS UNDER THE AGE OF 21 YEARS WHO BY REASON OF THEIR YOUTH POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE NEED FOR SUCH FACILITIES WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH PERSONS IN PARTICULAR BY THE PROVISION OF BURSARIES.
