(B) TO PROVIDE EDUCATIONAL AND PHYSICAL EDUCATIONAL FACILITIES FOR CHILDREN DEPRIVED OF OR WITH LIMITED ACCESS TO SUCH FACILITIES. (C) TO PROVIDE RECREATIONAL FACILITIES WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH CHILDREN WHO BY REASON OF THEIR POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES
