TO PROVIDE FOR THE RELIEF OF ELDERLY PERSONS THROUGH THE PROVISION OF FACILITIES FOR THE RECREATION AND OTHER LEISURE-TIME ACTIVITIES, NOT NORMALLY PROVIDED BY THE LOCAL AUTHORITY AT HERSHAM CENTRE FOR MEMBERS AND OTHER MEMBERS OF CENTRES FOR RETIRED PEOPLE WITHIN ELMBRIDGE.
