TO PROVIDE AND SUPPORT FACILITIES FOR EDUCATION, TRAINING AND SOCIAL REHABILITATION FOR YOUNG PEOPLE WHO HAVE APPEARED BEFORE THE COURTS ON CRIMINAL CHARGES, OR AT RISK OF DOING SO AND OTHER VULNERABLE YOUNG PEOPLE, AND SO DEVELOP THE PHYSICAL, MENTAL AND SPIRITUAL CAPACITIES OF SUCH PERSONS SO THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY.
