TO RELIEVE NEED, HARDSHIP OR DISTRESS WITH A PREFERENCE FOR PERSONS RESIDENT IN THE LONDON BOROUGH OF REDBRIDGE AND, SUBJECT THERETO, THE LONDON BOROUGHS OF WALTHAM FOREST AND HAVERING WHO BY VIRTUE OF THEIR AGE, SICKNESS OR DISABILITY ARE IN NECESSITOUS CIRCUMSTANCES. TO PRESERVE AND ENHANCE THE ENVIRONMENT OF THE LONDON BOROUGH OF REDBRIDGE FOR THE PUBLIC BENEFIT.
