TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE FOR PERSONS RESIDENT IN THE LONDON BOROUGH OF CROYDON AND THE NEIGHBOURHOOD THEREOF WITH PARTICULAR EMPHASIS ON PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH WITH THE OBJECT OF IMPROVING THEIR CONDTIONS OF LIFE.
