PURPOSE OF PROVIDING ANNUALLY A BLUE COAT FOR A BOY AND A RED CLOAK FOR A GIRL ATTENDING THE PUBLIC ELEMENTARY SCHOOL OF THE SAID PARISH, EACH BOY OR GIRL TO BE CHOSEN BY THE BOYS AND GIRLS RESPECTIVELY BY BALLOT, UNDER THE SUPERVISION OF THE PRINCIPLE TEACHER.
