(B) PROVIDING FINANCIAL ASSISTANCE, OUTFITS, CLOTHING, TOOLS, INSTRUMENTS ORBOOKS TO ENABLE BENEFICIARIES TO PREPARE FOR, OR TO ASSIST THEIR ENTRY INTO, OR ADVANCEMENT IN A PROFESSION, TRADE OR CALLING.
