FOR THE RELIEF OF JOBLESS PERSONS IN NEED WITHOUT LIMITATION OR QUALIFICATION OVER THE AGE OF 18 IN BISHOP'S STORTFORD AND THE SURROUNDING AREA IN PARTICULAR THROUGH THE PROVISION, ON THE BASIS OF EQUAL OPPORTUNITY, OF GUIDANCE, COUNSELLING, INFORMATION AND ADVICE AND SUCH OTHER ASSISTANCE SUCH AS MONETARY AID WHERE APPROPRIATE AS MAY INSPIRE AND MOTIVATE SUCH PERSONS TO MAINTAIN ENHANCE AND EXPAND THEIR SKILLS TO IMPROVE THE LIKELIHOOD OF THEIR GAINING EMPLOYMENT OR RE-EMPLOYMENT
