TO ADVANCE THE EDUCATION OF CHILDREN IN FULL TIME PRIMARY AND SECONDARY EDUCATION IN HERTFORDSHIRE BY PROVIDING FACILITIES AND OPPORTUNITIES FOR THE PLAYING OF FOOTBALL SO AS TO PROMOTE AND ENCOURAGE THE PHYSICAL DEVELOPMENT OF SUCH CHILDREN.
