FURTHERING THE EDUCATION OF PERSONS RESIDENT IN THE PARISH OF HIGH HALDEN WHO ARE UNDER THE AGE OF 25 YEARS, ARE ATTENDING OR HAVE ATTENDED ANY MAINTAINED SCHOOL IN THE SAID PARISH AND ARE IN NEED OF FINANCIAL ASSISTANCE. (FOR DETAILS SEE CLAUSE 22 OF THE SCHEME).
