(C) MAKING ARRANGEMENTS APPROVED BY THE LOCAL EDUCATION AUTHORITY FOR ATTENDING TO THE HEALTH OR PHYSICAL CONDITION OF CHILDREN ATTENDING ANY PUBLIC ELEMENTARY SCHOOL IN THE PARISH OF ROLVENDEN. (D) OTHERWISE PROMOTING THE EDUCATION OF BOYS AND GIRLS OF THE POORER CLASSES.
