The project was enabled by a grant of just over ?4m in 1998 from the Millennium Commission and is now complete. The role of the charity is to ensure the continuing success of the initiative and to facilitate the Commission's reporting requirements.

Charitable objects
(A) TO PROMOTE ANY CHARITABLE PURPOSE FOR THE INHABITANTS OF ANY PART OF THE UNITED KINGDOM BY SUCH MEANS AS ARE CHARITABLE AND IN PARTICULAR BY THE ADVANCEMENT OF EDUCATION AND THE RELIEF OF POVERTY, SICKNESS, OLD AGE, SUFFERING, DISTRESS, NEED AND HARDSHIP WITHOUT DISTINCTION BETWEEN PERSONS BY REFERENCE TO RELIGION, RACE OR SEX; (B) TO PROVIDE FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR THE INHABITANTS OF ANY PART OF THE UNITED KINGDOM IN THE INTERESTS OF SOCIAL WELFARE; (C) TO ESTABLISH OR SECURE THE ESTABLISHMENT OF COMMUNITY CENTRES AND TO MAINTAIN AND MANAGE THE SAME (WHETHER ALONE OR IN CO-OPERATION WITH ANY LOCAL AUTHORITY OR OTHER PERSON OR BODY) IN FURTHERANCE OF THESE OBJECTS; (D) TO SUPPORT THE OBJECTS OF THE NATIONAL PLAYING FIELDS ASSOCIATION.
