2. PROMOTING EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING) OF PERSONS UNDER THE AGE OF 25 YEARS WHO ARE, OR HAVE A PARENT, RESIDENT IN THE PARISH OF BURNISTON.
