(B) PROVIDING, AFTER CONSULTING THE LOCAL EDUCATION AUTHORITY, MAINTAINING ANY SCHOOL IN THE AREA OF BENEFIT, SPECIAL BENEFITS FOR SUCH SCHOOL, OR A KIND NOT NORMALLY PROVIDED BY THE AUTHORITY.
