TO HELP AND EDUCATE YOUNG PERSONS BETWEEN THE AGE OF 12 AND 18 YEARS RESIDING IN THE SEFTON BY THE PROVISION IN THE INTERESTS OF SOCIAL WELFARE OF FACILITIES FOR THEIR RECREATION AND OTHER LEISURE TIME OCCUPATION IN ORDER THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED
