PROMOTING THE EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING) OF YOUNG PERSONS OF EITHER SEX UNDER 25 YEARS OF AGE WHO ARE RESIDENT IN OR ARE BEING EDUCATED IN THE PARISHES OF WELLINGTON OR WEST BUCKLAND AND WHO IN THE OPINION OF THE GOVERNORS OF THE CHARITY ARE IN NEED OF FINANCIAL ASSISTANCE.
