TO ASSIST PERSONS ORDINARILY IN THE BOROUGH OF EPSOM AND EWELL WHO ARE FOR THE TIME BEING RESIDENT STUDENTS AT A RESIDENTIAL UNIVERSITY IN THE UNITED KINGDOM OR WHO ARE ABOUT TO BECOME SUCH STUDENTS AND WHO HAVE NOT ATTAINED OR QUALIFIED FOR THE DEGREE OF MASTER OF ARTS OR AN EQUIVALENT DEGREE OF ANY UNIVERSITY TO OBTAIN THE FULL BENEFITS OF RESIDENCE AT SUCH UNIVERSITY.
