ASSISTING PERSONS WHO ARE IN NEED OF FINANCIAL ASSISTANCE WHO ARE PREPARING FOR OR ENTERING UPON OR ENGAGED IN ANY PROFESSION, TRADE, OCCUPATION OR SERVICE. PROMOTING THE EDUCATION OF SUCH PERSONS, PREFERENCE SHALL BE GIVEN TO PERSONS UNDER 25 OR CONNECTED WITH THE SADDLERY TRADE AND RESIDENT OR WORK IN THE AREA WITHIN 25 MILES FROM CHARING CROSS OR THE AREA OF THE DISTRICT OF WALSALL.
