TO SUPPORT AND MAKE GRANTS TO COLLEGES AND OTHER TECHNICAL INSTITUTIONS FOR THE PURPOSE OF PORMOTING THE STUDY AND INSTRUCTION OF ALL ASPECTS OF DESIGNING.
