TO PROVIDE CAMPING HOLIDAYS AND RECREATIONAL AND OTHER LEISURE TIME ACTIVITIES IN THE INTERESTS OF SOCIAL WELFARE FOR CHILDREN WHO HAVE NEED OF SUCH BY REASON OF THEIR AGE, YOUTH, INFIRMITY, DISABILITY, POVERTY, OR PERSONAL, SOCIAL, OR ECONOMIC CIRCUMSTANCES SO AS TO IMPROVE THE CONDITIONS OF LIFE OF SUCH CHILDREN.
